The role

You’ll be part of a team transforming TfL.  Working with project managers on a day to day basis and reporting functionally to a HSE Senior Manager, you will work closely with our project teams to provide direction, advice and support on HSE matters. Adopting a risk based approach you will carry out monitoring of project team and supplier HS & E performance to verify compliance with legislation and TfL requirements. You will identify and share best practice, including influencing and supporting improvement activity.

What you’ll need

We’re looking for a first rate communicator with excellent influencing, problem-solving and prioritising skills. You will have significant HS & E experience gained on rail or large construction projects in a highly regulated environment. We’ll also expect a good knowledge of the CDM regulations, qualifications to NEBOSH Certificate level as a minimum and / or a degree (or equivalent qualification) in a relevant discipline. Your ability to engage with stakeholders, relate to people at all levels and instil a pro-active approach with your peers will be matched by your collaborative working style.

We are looking for candidates who wish to work day shifts, night shifts and/or part-time (including job-share partners).  You should ensure that you outline your preferences with regards to working hours in your covering letter.
 
Key Accountabilities

  • To work as a member of a team, delivering HSE projects and work assignments across TfL, that meet time, cost and delivery specification targets.  
  • To provide competent advice on HSE matters, including legal compliance and good practice to staff, managers and other stakeholders across TfL; interpreting business requirements within existing policy frameworks and making recommendations for remedial and preventative actions.  
  • To work with internal customers to assist in the efficient and effective delivery of defined HSE processes, procedures, standards and systems, including support on risk assessment, safety improvement planning and coaching.
  • Undertake monitoring and assurance activities of service deliverers, which may include inspections, investigations, surveys and Safety Management System audits; making recommendations for remedial and preventative actions and highlight areas of improvement within the overall HSE strategy.
  • To produce appropriate reports for use by managers and regulators.
  • To undertake a representative role, attending and reporting to and from relevant safety and other stakeholder meetings, maintaining relationships with stakeholders to ensure common understanding and approaches.
  • To undertake Environment and Sustainability management activities, making recommendations for remedial and preventative actions.
  • To maintain up to date knowledge in the relevant areas of the role including in legislation and industry best practice and to ensure that this is shared effectively with those that the role supports.

Knowledge

  • Degree or equivalent qualification (and/or NEBOSH Certificate or other relevant professional qualifications).  (Essential)
  • Sound and current knowledge of the relevant legislation, standards and procedures for the sector/role. (Essential) 
  • Knowledge of the CDM Regulations for the following duty holders: Client, CDM-c, Designer and Principal Contractor.

 
Experience

  • Significant HS & E experience gained on rail or large construction projects in a highly regulated environment (Essential)
  • Experience of producing and delivering reports for use throughout the organisation to support local business process. (Desirable)
  • Experience of advising managers at all levels of the organisation on HSE activities in line with legislative and policy requirements. (Essential)
  • Experience of working in a unionised environment (Desirable)
